XML Publisher Bursting - email not working

Hello:

We are on Peoplesoft HCM version 9.1 Tools 8.50.09

I have an app engine process that runs an XML publisher report.  On the report definition, I've set up bursting.  It's my understanding that if I run the app engine and set the output to Email, it should email the users specified in the bursting security table the appropriate reports.

However when I run my process I am getting the following errors:

Creating SendMailException

22 07.59.09 0.001000 SendMailException

23 07.59.09 0.000000 SendMailException: Context: Missing required field

24 07.59.09 0.000000 SendMailException: Detail Message:None of the recipients is specified.

25 07.59.09 0.001000 PCodeWTL(3/3): XMLP Mail Error

Any idea what I am doing wrong?  Am I misunderstanding the function of bursting?
