IEX: Dunning Letter Sets Migration for Staged Dunning question

When ran this IEX: Dunning Letter Sets Migration... program - the dunning letter sets/plans were migrated fine but the stage 3 where table IEX_DELINQUENCIES_ALL should be updated for the staged_dunning_level  - did not update anyhing (no of rows updated=0). I assume because table IEX_DELINQUENCIES_ALL did not have any rows. What do I do next? Shoud I consider it a successful letter sets migration or I need to do some other extra steps? Thank you.
