Is it possible to create UDA at item level 3?

Hi,

Whenever I edit item which is UPC at item level 3 and tran level 2, I don't see UDA check box is enable, whereas for item level 1 and 2 its is showing enable and I can tag UDA for that. Is there specific condition behind form could some please help.
