Query Alerts EOEN Messages in Working Status

I set up a query alerts to send out various notification to our employees i.e license expiring...

We I process Run Alerts, email messages are being sent out.  However, it stops at 228 messages.  If I have more than 230 messages to be sent out, the IB message is stuck in "Working Status".  The next time EOEN_MSG is invoked by other function such as New Hire notification, the emails start over and sending another 228 messages to the same OPRIDs.

Anyone has any idea what this is about?
