How are Express Paycycles created

We are on Peoplesoft Financials 9.2, we are wondering how the express paycycles are created. In our production database, we have XPC001 and XPC002. When I go to the Payment Selection Criteria page and try to open XPC001, I get this message "Pay Cycle XPC001 is reserved for internal use. (7015,55)", we would like to create additional express paycycles in case the two we have are being used. Does anyone know how to do this. Thanks
