How to create new incentive compensation anaylst user and allow to show it in Manage Analyst Assignm

I'm new to Oracle Sales Cloud and I'm creating new user for Incentive Compensation but I'm not seeing the new user under the drop down of Analysts in Manage Analysts Assignment

Sales Cloud

Navigator: Incentive Compensation > Participant Assignments > Participants: Manage Analyst Assignments
