Where is the compile step in the HCM 9.2 Upgrade Change Package?

I have to ask...

I don't recall seeing a step in the HCM 9.2 Upgrade Change Package (upgrade source image 16) to compile COBOL programs.  I know it has to get done but it's just odd that the step seems to be completely omitted.  Am I missing something?
