How do we configure a Fluid tile that will direct the user to a WorkCenter?

I am trying to figure out how to configure a Fluid tile that will direct the user to a WorkCenter (the Buyer WorkCenter in FSCM, specifically).

Community discussion 3636166 suggests that it can be done by utilizing a custom tile, but does not provide the steps. My attempts so far have not been successful.

Is there any documentation available on this subject?
