Install Tax updates from 8.55 Image 17 to 8.54 Image 9 database.

I need to install tax updates 16A & 16B from Image 17 8.55 tools to an Image 9 8.54 database in preparation for 9.2  testing. I created the change package in 8.55 CA. Do I run the update from 8.55 change assistant or do I have to install from the 8.54 change assistant and if so, how do I get the change package setup in 8.54?
