How to merge two step upgrade into one?

Hi 
We are upgrading PeopleSoft tools and application from current PT8.53.17 /FSCM 9.2 Image 7 to PT8.54.24/FSCM 9.2 Image 18.
Issue:

While extracting the application change package from PUM, Image 8 to Image 18 using PUM, it doesn’t allow to extract the change package from 8 to 18 and the from Image option gets automatically changed to 18 every time , select 8 from the dropdown list.

While selecting PI 18 in the From PI drop box , To PI is automatically getting changed. Ideal scenario From PI should show 8. Please see attached screenshot for reference.

Because of this issue, we had to create 2 change packages as below:

Change package 1: from Image 8 to Image 9
