New user is unable to login to OIM Identity console instead OAM SSO login page is redisplayed

I've integrated OIM with OAM according to the following guide: https://docs.oracle.com/cd/E52734_01/oim/IDMIG/oim.htm#IDMIG4000

When I create a new user that user is successfully created in OUD via LDAP sync.  When I try to login to the OIM Identity console via the OHS the request is intercepted by WebGate11g and redirected to the OAM login screen which is the expected behavior.  However, when I enter the credentials for the new user via the OAM SSO login screen and hit submit the OAM SSO login screen is re-displayed instead of taking me to the OIM Identity console.  Also important to note is that I'm able to login to the OIM identity console as oamadmin which
