AWE: Timeout Option - Multiple Reassignment

We have an AWE transaction with one path, one step. It works but we have an issue with the timeout options.

What we would like to happen when no action is done on the step is:

Hour 1 : Reassign to UserList A

Hour 2: Reassign to UserList B

Hour 3: Reassign to UserList C

Hour 4: WF Admin

And it should stay in WF Admin after. The issue we are facing is that after WF Admin, it reassigns it back to UserList A, then UserListB, then UserList C, and back to WF Admin.

How do we configure it so that after Hour4 at WF Admin, it stays there and not go back to UserList A?
