Has anyone had problems copying a PeopleSoft PUM database?

We use STAT for configuration management of our PeopleSoft databases. We have always created a copy of our PeopleSoft demo databases to make the staging databases needed for STAT. Our DBA imported the ELM 9.2 PUM12 image database to create a new 8.55 staging database. We have not been able to connect to the new database with the PS user using App Designer. We get user name/password are invalid. We can connect to the PUM image database with the PS user using App Designer. Additionally, the case changed on the SYSADM password. I even tried changing that using Data Mover
