PT 8.55 CA cannot connect to target database for Tools Upgrade

I am in the process of upgrading my tools from 8.52 to 8.55 and then my application from HCM 9.1 to 9.2. In CA, I can successfully add my target database details (HCM91FP2 - PT 8.52) and test the connectivity, However, when CA actually trying to connect to target database to move further in tools upgrade steps, that page does not move at all. There is a new small pop-up says "connecting to target database" and does not go to next screen, no error as well. what could be the issue?
I tried using different CA version from 8.55.03 and 06. I enabled the trace in configuration manager and attaching the same here.
