9.2 ExcelUploadforVoucher - cannot find resource specified error

We are upgrading from 9.1 to 9.2 and I am testing the ExcelUploadforVoucher.  I am getting a "cannot find the resource specified" error when after I click generate xml and post with my user id.  Does anyone know what the root issue is for this error?  I believe all my security is accurate for the upload and our IB appears to be set up correctly.
