How can I redirect users on post SSO to a classic custom page in a 8.54 tools (we have no fluid ui)

How can I redirect users on post SSO to a classic custom page in a PeopleSoft 9.2 and 8.54 peopletools (we have no fluid ui) environment without having to modify the Weblib_ptbr:startpage code or other methods suggested in Doc ID 649958.1. Is there a configuration setting/page within Tools options we could set this up? Is modifying the startpage code is only option?

I have looked through PTBR_Branding, PT_BRANDING app packages and all I could decipher is that after SSO, system looks for themes, and then default portal object with a "Default" tab. Shouldn't there be a setup page where I can configure my default portal and a default tab? How can I setup a custom component, for instance, a new workcenter be the start page after SSO without having to redirect with a custom peoplecode?
