is Synchronize WF LOCAL tables obsolete

I a DBA supporting EBS 12.1.3 and recently got burned by block corruption in the FND_USR partition of WF_LOCAL_USER_ROLES when duplicating the database to create a test environment.

Received an HTTP 500 accessing the EBS login and found in my oacore_default_group1 log

ORA-01578: ORACLE data block corrupted (file # 80, block # 139205)

ORA-01110: data file 80: '/u02/oradata/PWKT25/a_txn_data06.dbf'

ORA-26040: Data block was loaded using the NOLOGGING option

Traced this back to the fnd_usr_partition of  WF_LOCAL_USER_ROLES
