Populate payment message in Vocuher payment tab

For the vouchers created with voucher build process, with PROCARD as voucher source  user wants to add a message(static)  in the payment message field that will automatically come over on each voucher in payment tab. As of now user is manually adding the message in each PROCARD voucher and the count is growing every month.

Is there any configuration provided in voucher build or in Procurement card or somewhere, that we can add this payment message?
