Can't start App Server, not even BBL, getting error - exec BBL -A : CMDTUX_CAT:816: ERROR: Cannot ex

I have installed PeopleTools 8.52 and have completed all tasks on the database set up for FSCM 8.8 running on Windows 2008 R2 server pointing to Oracle 11.2.0.4 database running on a Linux server. I have installed Tuxedo 10gR3 and WebLogic 10.3.6. When I try to start the Application Server, I am getting the below error.
Has anyone seen and resolve these kinds of issues? Please provide your feedback on resolution of these issues. Thanks much in advance.

  2) Parallel Boot
