PTF Message Tool w/HTML Obj Prop window as a standard PIA feature

Why isn't the PeopleSoft Test Framework (PTF) Message Tool w/HTML Browser Object Properties window a standard feature for PeopleSoft applications that's usable outside of the test framework? The PeopleSoft 'Magic Key' (Shift + Ctrl + J) is useful in determining the component/page information however, the PTF Message Tool is much more in-depth and meaningful, displaying the object/record name, field name, object type and value with a simple drag and click of a pointer; the HTML Object Properties window dives even deeper, providing the user with all object properties from Frame, class and tag name to source index.
