error when run wfctqrec.sql

@$FND_TOP/patch/115/sql/wfctqrec

Hi

we performed work below in R12.1.3 environment.

Note# 418238.1 OATM migration leaves WF_CONTROL objects in the old tablespace

1. Stop Workflow services like WF Mailer Agent, WF listener, etc.
2. Run following SQL :
sqlplus <apps_user>/<apps_pwd> @$FND_TOP/patch/115/sql/wfctqrec.sql <applsys_user> <applsys_pwd>

we stopped AP Tier service,and run the SQL above and encounter the error below

$ sqlplus apps/apps @$FND_TOP/patch/115/sql/wfctqrec.sql applsys apps
