download to excel in IE with option as "open" doesn't work

While trying to view data in excel, we click on download to excel it prompts us to Open or Save or Cancel. When we select Open option it doesn't bring any data in excel. While at the same time if we save the excel and open it, it displays data.

We are on People Tools 8.54.13 and HCM 9.2 Image 13.

We want to see data without having to select "Save" option.
