Custom portal going to PeopleTools 8.54 PT_LANDINGPAGE with Fluid disabled

We have a custom portal going to PeopleSoft through a web profile configuration for our PeopleSoft eApps.  When we go there the first time we are being sent to PT_LANDING page even though we have Fluid disabled.  And, we get a 40,20 error that we don’t have access to the component, PT_LANDINGPAGE.  Then if we close that tab we are back at our portal.  Then if we click the same link from our portal we are sent to the expected, custom start page for our self service.  Do you know why this could be happening?
