Build Combination data not populating entries in PS_COMBO_DATA_TBL

We created new combination rule and mapped it to combination group. When we try running build combination data it is not populating the data in PS_COMBO_DATA_TBL for newly created process group.

Could you possible provide a quick summary of steps needed to add new combo edits to Peoplesoft ?
