Can I create a Homepage in 8.55 that would include access to classic pages and publish for others to

I want to create a Homepage for General Ledger or Accounts Payable and include titles that when clicked on, will get you to the classic page.  BUT, I also want to publish the Homepage so that users don't have to create them individually.  I can create the Homepage by navigating to the classic page and click on Add to Homepage and create one, but when I publish, the second user gets a blank homepage when accessing the new Homepage I created.   Thanks in advance.
