Default Homepage will not display after login

Hello Gentle People

I need some help with this "perplexification" - please & thanks.

We had to restart the Hyper-V server (infrastructure), and when we did no one could access the PeopleSoft HCM application.

All users can login using the login page as usual, but then the default homepage will not open.  This includes the PS (PeopleSoft Administrator) user profile.

The WinNT services (App Server, Proc Server & PIA Web Server) have started, and the PIA domain’s log file seems to agree that the weblogic server is running…

However, the PSADMIN utility disagrees…

The NTservice-HRTRN-PIA.log file also indicates an exception:
