Target database says uploaded in CA but is not recognized in PIA of PUM Source

Hi PUM masters,

I am trying to create tax update 16C from Image 18. I've defined both the PUM source and the target databases within change assistant. When I 'Upload Target Database Information to Image' it tells me that it completed successfully within Change Assistant. However, when I go to the PUM source database within the 'Define or Create a New Change Package' option in change assistant I navigate to the PUM Define Change Package page (now in the PIA for the PUM source) and it tells me that there was no Target databases uploaded via Change Assistant.

I'm not sure where I went wrong and could use some help. The Image was loaded using the Native OS and I mapped a drive to point to the PUM source but I may have missed something.
