"Create Surrogate Response" Can't see in drop down list

Hi !

We are on 12.1.3 and we applied recent rollup patches.

In SLM, Assessment ( RFI ), previously we use to see  'Create Surrogate Response' in drop down list in Actions along with "Analyse by response", "Close Assessment" and so on.

Now we can not see "Create Surrogate Response" in the drop down list.

I have included following functions in the menu

PON_SURROG_SUPP_RES

PON_SURROG_SUPP_RES_COMM

PON_UNLCK_DRAFT_SURROG_BID

PON_MNG_DRAFT_SURROG_BID

PON_INQ_SURROG_BID_HIST

I am creating Assessment for existing supplier.

Any idea, how do I bring "Create Surrogate Response" in drop down list.
