VM is failing on APPDOM and PRCSDOM

When starting VM for HCM Image 18 I'm receiving a failed status on the APPDOM and PRSCDOM.  I have applied the TAXUPDATE 16-C about 3 weeks ago and didn't have any problems with starting the VM.   Now when I start I'm getting
failed status messages on steps APPDOM and PRSCDOM.   The finance developer is unable to re-start their image too.   They get hung up on the APPDOM step.  As a  a work around I will re-download the image and start over.
