error creating OIM schema using RCU

hi,

I am trying to create OIM schemas using RCU 11.1.1.9 on Oracle 12c database Non-CDB (12.1.0.2.0). but it is failing on validation step. It complains about DBMS_SHARED_POOL Package is not installed in this Database 12c. Although I have ran catcon.pl and dbmspool.sql to create missing package but to no avail, the missing package exists in DB but somehow RCU is unable to detect it. Is there any additional step need to be run for RCU to detect this package? or its a compatibility issue? Also have restarted DB.

OIM version is 11.1.2.3
