Reconciliation Action Rules for Target Resource Reconciliation- Understanding

in Identity Management (MOSC)

Hello All,

While i am trying to understand reconciliation action rules for AD UM connector  https://docs.oracle.com/cd/E22999_01/doc.111/e20347/intro.htm#CMSAD200  i got confused and unable to understand what they mean No Matches Found it will Assign to Authorizer With Least Load can anyone explain what it means.

and as i understand it should be no action taken in case no matches found.
