Create RFI 'Supplier Performance Evaluation' automatically based on an event

We want to create supplier performance RFI automatically using a template and publish when our contract for particular suppliers are about to expire. This will help determine supplier performance and if we want to continue with the supplier in future.

Is there any way to trigger /create RFI with negotiation style 'Supplier Performance Evaluation' automatically based on events.
