How do you restrict access to certain workflow types in R12

Hello Community.  We are on R12.1.3 and would like to restrict users' access to certain workflow types (e.g., POAPPR).  I have looked at multiple MOS notes (Doc ID 559072.1 and 747815.1 to name just a couple) that describe setting up a grant for that workflow type and then assigning that grant to users or responsibilities.  However, users must have the 'Workflow Administrator Web Applications' responsibility in order to see workflow items other than just their own.  Unfortunately this seeded responsibility is granted the 'WF_ADMIN_ROLE' which overrides any specific grants, so the users still see and act on all workflow types.  Does anyone have any suggestions?  Thanks in advance.
