Fluid Homepage tiles are missing

We are new to HCM 9.2 and are using 8.55 tools.
When our employees log into the homepage, it says EMPLOYEE SELF SERVICE at the top but only the TOTAL REWARDS tile is displaying????
I found where there are 4 other tiles that are marked optional, however, the employee is only allowed to pick the TOTAL REWARDS.
We cloned the Peoplesoft User permission list PTPT1000 and tried to be very careful not to remove Fluid security. However, when I change the employee to even use the delivered roles, they still only have access to Total Rewards.
Any ideas?
