Can we bulkload EBS users to OID before EBS-OID integration

We are planing to integrate EBS with OID but before doing the integration we would like to bulkload  all EBS users to OID using bulk load option. So can we do this before Integrating EBS with OID.

Please let me know any suggestion on this.
