Tools only upgrade 8.54 to 8.55 on 9.1 apps

Are we required to use the PUM to create a tools only upgrade change package to move from tools 8.54 to 8.55 for our 9.1 apps or can we just download the change package like we have always done for tools upgrades.  We are confused when we must start using the PUM methodology.
