How do you add an Announcement to a Fluid Homepage on HCM 9.2.16 PT8.55.

We would like to have an Announcement appear on a Homepage on as "as needed basis".  The Homepage would be our custom Employee Self Service Homepage.  I see there is an Announcement Pagelet, but I dont think you can add a pagelet to a homepage.

I created an Announcement Tile using the tile wizard .

But I did not know what Content Reference should be my Target.  I thought the target content reference would be the custom Employee Self Service Homepage but it was not avaliable.  I picked the SignIn page.  I dont think this is correct.

Somehow I need to link the HR Notification - Announcement to the tile.  But I am unclear on that unless I would use the Embedded Link option?  All my tests have failed so far.
