Limit time scheduled PSQUERY can run

Currently your  users can schedule queries through the process scheduler. Issue is that there is no time limit these can run. We have seen issues where a query is scheduled daily and it runs for 3 days so we have 3 of the same  queries running. This takes up space in the process scheduler queues that are needed for off-cycle payroll Cobols
