PeopleTools Installer "Touches" SQRs

Hi,

I am wondering if anyone knows why the 8.54 tools installer goes around touching a bunch of sqr files (this time when I was patching to 8.54.25 it "touched" about 20 files with only one of them being actually changed). It seems like it changes the modified date on them and sometimes plays a little bit of havok with permissions and ownership but doesn't change any of the actual content of the file.

Granted at least now it is better than the versions around .13 where it was touching every single file in the directory. Then it improved but was writing in weird characters, I assume unicode ones, into some of them. So it does create a problem for me in that I need to do file comparisons on all of them to identify if it has actually changed anything that needs to be fixed etc or if it is just one of these unexplained, no change situations.
