XML parse error on bank acknowledgement file(ISO based on PMT_STATV3 layout)

Hi, 

We are trying to process bank acknowledgment file based on PMT_STATV3 layout(pain.002.001.003).But for any bank the IMPORT_FILES process is failing at PMT_STAT_V3 transform application engine with XML parse error at CreateXMLDoc. The respective banks are sending valid XMLs but in PeopleSoft side the transform program is failing to parse the XMLs. Is this a PeopleSoft bug? Any help on this will be helpful.

We are at PeopleTools 8.54 and App version 9.1.
