nVision Reports runs to no success with SQL syntax error

We are currently upgrading to PeopleSoft 9.2 Image 18 from Image 7 and PeopleTools Version  8.54.24 from 8.53.17. There are few nVision reports which needs to be tested as part of upgrade.

While running the nVision from Client(2-tier) and Web the nVision reports runs to no success with SQL syntax error as below,

File: E:\pt85424b-retail\peopletools\src\pssys\qpm.cppSQL error. stmt #: 7648 Error Position: 0; Return: 8601 - [Microsoft] [SQL Server Native Client 11.0] [SQL server] Executing SQL directly; no cursor.  [Microsoft] [SQL Server Native Client 11.0] [SQL server]  Incorrect syntax near the keyword 'AND'

Statement: "SELECT >>>> FROM PS_PROJ_RESOURCE A, PS_PROJ_AN_GRP_MAP B, PSTREESELECT10 C where >>>> AND FISCAL_YEAR = 2016  AND ACCOUNTING_PERIOD = 5 AND  AND C. SELECTOR_NUM"
