Sourcing - New Round submissions

We have a situation where the original person submitted the quote is on vacation and not available and the buyer has created a new round.  A different contact in the company is trying to modify the original quote.

So is it possible after a new round is created for a new contact within the company to modify and submit the new round quote by defaulting portions of the initial quote.  (i.e attachments, pricing, etc.) or is the original quote associated with the original person who submitting the quote.
