Context sensitive search (help) in PeopleSoft

I am trying to configure the context sensitive help/search in FSCM 9.2 running with PeopleTools 8.54 following Chapter 18 from PeopleTools 8.54 Installation for Oracle document (Task 18-3: Configuring Context-Sensitive Help with Local Installations). From PeopleTools > Web Profile > Web Profile Configuration page, I have specified the Help URL as

http://<server_name>http://<server_name><port_number>http://<server_name><port_number>:<port_number>/<help_folder>/help.html?ContextID=%CONTEXT_ID%&LangCD=%LANG_CD%

mentioned in Task 18-3-1.

Saved it, logged out of the PIA browser, shutdown app/web servers (services) and cleared their cache and restarted the app/web servers (services). When I log back in to FSCM 9.2 PIA browser and on the home page, click on ?Help link, it opens a new window, but it is blank. Also completed the Task 18-3-2: Enabling F1 Help with Local Installations. But that doesn't work either. I am using IE 11. Please post any resolution anyone knows of. Thanks in advance.
