Upgrade Template creation for CRM 9.2 upgrade - PT 8.54x or lower versions of PT

we are planning to for CRM 9.2 from 8.9. Oracle suggested to go for the certified upgrade path. But we have some constraints to upgrade tools to 8.55 along with 9.2 application upgrade. It also seems, the 9.2 upgrade templates to be generated through PUM. My question here, is it possible to create an upgrade template for 9.2/8.54 or lower version of tools upgrade?
