Fluid on 8.54.25 (app 9.1) "cycling" and not loading properly

So of course I am unable to make this happen anymore on my computer - and only had it happen to me once. I closed my browser and reopened it and it went away. Which made me think there was something wonky in my browser's cache or something. But now we are seeing the behaviour as our functional users are trying to demonstrate (of course).

The problem is that the page basically sits in a perpetual loading state. Our apache logs show this cycling repeat of calls like the following - just cycling over and over and over again
