Zero dollar receipt lines not matching if there are multiple vouchers per receipt line

We've discovered an issue with zero dollar receipts not showing as matched if there is more than one voucher for receipt line. Example being a PO with zero and non-zero lines so that matching is required.  Line 3 on the PO is for a quantity of 2 EA at $0.00.  Received 2 EA (only one receipt) at $0.00.  2 vouchers are created for 1 EA.  Matching runs and vouchers match to PO (PO shows as matched) but match status on receipt still shows 'No Match'.  However, if only 1 voucher is created for 2 EA, then everything shows as matched
