OID 11.1.1.9 gets hung and processes appear that are unexpected

Occasionally, we have problems with our OID 11.1.1.9 installations, both Dev, Test and Prod. The ldap processes become unresponsive, even though the the opmnctl status is Alive. We try to perform an 'ldapbind -h localhost -p 389' and this just hangs, where normally this would return 'bind successful. A capture of the processes running during this time reveal the following:
