Collector not appearing in list to assoicate to work item

Hi,

When we are associating a collector with a collector group, we are not able to associate the collector to work item. We are able to associate when we remove the collector from the group. Is this oracle standard functionality or we are doing something wrong? We need collector groups to assign to customer and also to associate individual collectors to work items when setting up our strategies. Please guide.
