Upgrade Path in Define Upgrade Package is empty

Hi,

I am currently on 8.54.13/9.1 and upgrading to 8.55.08/ fscm 9.2 (image 19) using conventional way. (no pum or dpk)

In my CA i have defined three databases

1- Current demo

2- Copy of Prod (target)(9.1/8.54.13)

3- New release demo (source)(9.2_19/ 8.55.08)

When I try to define an upgrade package for application and tools I get below error. The FROM and TO fields are blank

    

The Tools release is showing the current release instead of 855

Please guide.
