Real Time Budget Checking - IB Configuration

We are currently trying to set up the real time budget check in HCM. When we click the check budget button on the Budget Check by Job page, we get the following error message.

"HCM integration broker is inactive"

OR

"FMS Integration Broker failed to connect or response."

We have all the correct base setup for IB: Gateway configured, nodes configured, domain is active. Everything pings successfully and we don't get any error messages in the errorLog.html file.

These are the service operations we have setup for this process - they are active with routings created and active.
